When Chicago cop Nico Toscani (Steven Seagal) starts investigating a drug ring, he finds that some of his enemies are linked to his CIA pastā¦ Seagal was the martial arts instructor who got the chance to become a movie star and succeeded; the fact that heās no actor is obvious, but heās got a certain swagger. Andrew Davis does for him what he did for Chuck Norris in Code of Silence (1985). Seagal plays an Italian-American cop and thereās a certain ambition to introduce the right cultural flavor along with gritty realismā¦ but this action flick is much too simple.
