It sounded intriguing at first, a documentary portraying a mayor who had his own controversial ways of dealing with drug cartels threatening his city of San Pedro Garca García. Mauricio Fernández Garza is a millionaire elected mayor in 2009 and in this documentary he gets to present himself, explaining why the drug cartels avoid the city he used to run. Apparently, one reason is the Mayor’s “Rough Group”, a division that may have acted illegally. Unfortunately, the filmmakers are too interested in creating an entertaining portrait of the charismatic Garza. What they also should have done is take a harder look at Garza’s methods and dug deeper.
